世界共通だが使えない外貨

世界共通だが使えない外貨がある。

SDRというもので、正確には特別引き出し権(Special Drawing Rights)という。詳しい説明はIMFの日本語のページを参照（IMFへのページへのリンク） 。現在は日本でもおなじみのクリスティーヌ・ラガルド氏がIMFの専務理事をしている。

要は、戦後経済成長が進んで来たころに、その時代の金融システムを支えていた金と米ドルでは資産が足りなくなり、各国が頼ることのできる金と米ドル以外の資産が必要になったことから、IMFのメンバー国が相互担保した形で借り入れられるように作った外貨がSDRだということ。

また、このSDRは一部の国際機関の会計単位としても用いられる。日本の外貨準備資産リストにも掲載されている（財務省へのリンク） 。ちなみに日本の外貨準備資産は平成25年3月末において1,254,356百万ドル。1ドル100円換算で日本の来年度予算（96兆円）よりも30兆円くらい大きい額ということ。このうちSDRでの資産はは2兆円。また金ではその倍くらいの資産を持っている。ところで、この金どこに保管してあるんだろう？

話を戻すと、現在のSDRの価値は、アメリカドル、日本円、イギリスドル、ユーロの４通貨で決められることが35年前（99年まではドイツマルクとフランスフランを含む）に決められた。

実は、この通貨バスケットの見直しは5年ごとに議論されることになっており、今年がその議論の年。ブラジル・レアルや中国人民元などの新興国などのの通貨への拡大がされるかもしれない。

そうなれば、新しい国際経済の枠組みへの変換の年となる。現在の出資比率が大きく決定権を握っている欧米諸国が時代の変化に対してどう決断するかにかかっている。

今年結論を向かえるポスト2015開発目標はいまのところ17のゴールがあがっている。ミレニアム開発目標には８ゴールあった。12月4日の国連総会で潘基文事務総長がミレニアム開発目標のポスト2015の進展状況を報告した（A/69/700)。

ミレニアム開発目標では半減するという表現が多かったが、ポスト2015のゴールでは根絶させるとか全てのという言葉が使われている。もちろん目標としては必要。ただ、研究者だった身としては、ゼロというのはありえないし、また根絶目標に近づくにつれ必要な費用が急激に上がることは知られていることなので、本当に実現するつもりの目標でないことは明らかになる。現実的な政策目標にしたければ、75％や最高でも90％などのほうが本当に実現しようという姿勢を見せることができると思う。

Goal 16. Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels

Goal 17. Strengthen the means of implementation and revitalize the global partnership for sustainable development

 この17のゴールが多すぎるという指摘があることから、以下のような６つのカテゴリーに分類することを提案している。
